Dare I suggest that if you can't find the workers required to staff your business without bringing in underpaid foreign workers who have no rights, then maybe you don't have a viable business plan?
That the business might not be economically viable? And that you might want to consider another line of business?

Myself, I think the end times are finally in sight.
